Passports of Southeastern Pioneers 1770-1823, by Dorothy Williams Potter, Genealogical Publishing Co., p. 297, we find one passport for "Mr. Richard Welch with his wife six children and two negroes from the County of Effingham in this State" [GA]. This passport is dated 12 March 1812 and begins "On application ORDERED that passports be prepared for the following persons to travel through the Indian Nations to the Western County, viz." One additional passport application is dated 24 Mar 1812 and is for one Mr. Joel McMann from Edgefield District, SC. Timothy, b. Jan 04, 1785, would have been 23.
